Dam Break Flood Modeling Training was conducted in Slovakia

July 7 – 20, 2013 the PPRD East Programme conducted Dam Break Flood Modeling training for Partner Countries in Bobrovník, Slovakia. 

The scopes of the training were: the introduction into the hydrodynamic modeling, the introduction to the dam break analysis, and the introduction to the MIKE 11 software package. The practical part was devoted to the HD model setup, special scope for dam break simulation, practical steps in pilot rivers reaches and dams break analysis.

Participants from partner countries also attended the field visit to the water reservoir Liptovská Mara, where the automatic system for warning is in operation.

At the end of workshop, participants presented results of their work, models of flood caused by dam breaking.

As part of a PPRD journalist networking this event was visited by a group of journalists of the Belarus 1 TV channel. They familiarized themselves with the training program, talked with its participants, and got acquainted with the system of civil protection of the local community.  A number of TV spots on the trip were timed to the professional holiday of Belarusian rescuers.

Today is the Day of the Fire Service in Belarus

Professionalism rescue grows with experience and technical capabilities. Moreover, the scope of activities has long gone beyond the country. Ministry of Emergency Situations of Belarus many times has provided humanitarian aid to foreign countries. In particular, assisted in the fighting forest fires in Turkey, Greece and Russia. This work is developing in the western direction. Belarus increases cooperation with the EU in the framework of the Eastern Partnership.

Slovakian Tatrasit’s paradise for lovers of skiing in the winter and forecotourists in the summer. The incredible beauty of the mountains it’s rest for some and its activities for other. Experts in disaster never forget - the power of nature is not accountable to man. But it is possible to predict and control the destructive effects.

 Mario Furdek, the technical worker of managing the dam "Liptovskamara" said: "The dam was built in the end of 60's for prevent of the floods from the mountains water and the mountain river Vah. The dam is also used for power generation, water flow control during drought and fish cultivation. The fishnets stand here, where are breed trout".

 The multifunctional dam it's the salvation and the Damocles sword for the people who living downstream. Experts of the rescue departments of the Eastern Partnership countries deeply study the security system and investigate inside at this problem. Any little thing can make that 360 million cubic meters of water will fall on tens of thousands of people.

 This so-called filtration system, sometimes the water fills all of these corridors. Their length - more than 1,300 meters and are located at a depth of 7.5 meters below the level of the dam. Special sensors measure any change and the pumps back the water into the storage lake.

 Immediately after the practical training followed the theoretical studies. The rescuers with the help of the specialized software tried to destroy the dam in order to understand the forces which can cause a catastrophe and how to control the elements. For Belarus, the problem of high water, as well as for the world, the most actual. IT-development for the Ministry of Emergency Situations - like the battle map, when before the enemy advance and calculate the retreat of the civilians.

 Alexander Minets, the engineer of monitoring and forecasting of the Republican Center of the Ministry of Emergency Situations said: "There is quite powerful software that allows you to calculate and visualize the zone of flooding. For us will be interesting the software "Mike-11", developed by the Institute of Water Resources of the Kingdom of Denmark because it will demonstrate complications spring tide".

 The regional capitalRuzomberok, several small towns and villages located in the zone of flooding of the dam Liptovská Mara. Population increases several times during the holidays and the holiday season. Since there are 4 water parks for the several thousand daily visitors. An early warning system has been equipped with the flow of the river Vah 5 years ago.  The population can get to know of the danger through the special speakers.

Rescuers of 21st Century

Belarusian rescuers celebrate a great professional anniversary. The Minsk provincial board and the City Council approved the finance scheme of fire service 160 years ago. However, since then a lot has happened. And, in the literal sense. The parade of fire trucks was held in the Minsk and showed the way that firefighters have been in the history of the development. Moreover, has big plans. Belarus and the EU join forces in opposition to natural disasters.

Dam "Liptovskamara" was built on the banks of the biggest Slovak river Vah. The dam controls the mountain streams, spring floods and the river itself. The depth of the lake storage is almost 50 meters, volume - 360 million cubic meters.

 Experts of the rescue departments of the Eastern Partnership countries investigate inside at this problem. The dam plays a major role in the life of the region. The power plant produces 200 megawatts of power and shares it with all of Europe. The drains are used for irrigation in the dry season. The dam is actually a city under water with the unique system of protection.

The technicians have 5 minutes to correct the situation if one of the sensors shows above normal. After that the alarm is triggered will inform the population of the dangers.

 The city Besenova can be flooded during 3 seconds after the dam destruction. Martin Baran as the Mayor 16 years. Of the five hundred inhabitants knows everyone in the face. In the event of disaster it has four deputy: tractor driver, taxi driver, electrician and programmer. Each of them knows his task and the portion that is responsible for. Functions are distributed in such a way as to minimize the number of human and material losses. By the way, for disobeying the orders of the Mayor in a crisis situation, any resident of the city can go to jail for 3 years.

 In Besenova created the system of civil protection like in other cities in the area of ​​risk. It is an advanced modality of the familiar to us the civil defense. People themselves are trained what to do in an emergency, without waiting for help from the authorities. Any resident, with whom we spoke, is not afraid of the impending threat.

 However, tourists are the main problem of the region. Its strange sounds, but. The number of population of the resort towns grows several times in a season. Around of Ruzhenberok built 4 aquaparks. Only one of them for a day can take 8,000 visitors. Their security provides by staff hands.

 Colleagues from the Eastern Partnership countries are learning to destroy the dam. Certainly only on the computer. The software allows you to clearly see the extent of the disaster. On the screen model breakthrough line of flood defense Brastislav during rainstorms. Once the experts have calculated scenarios, concrete strengthening of the Slovak capital intensified.

 The European concept comes to minimizing economic damage. All EU countries are required to prepare flood maps and calculate the possible losses. According to statistics flooding is the most common natural disaster in the world. For Belarus, the problem of high water is no less relevant. Our rescuers in advance on the computer calculate the critical situation, including the spring floods. And are willing to share information and experiences with colleagues.

 PPRD EAST is one of the 6 flagship initiatives of the EU. It should raise the interaction of the rescue departments to new level. The modern world is divided into very arbitrary boundaries - tell the Europeans.

 The result should be the electronic atlas of risk. The online software will allow experts to monitor the situation on the potentially hazardous objects and evaluate where and what needs to assist. If approaches to activities to reduce to a common denominator, to withstand the elements will be much easier.
