Workshop for NGOs Covering Emergency Situations


November 20th, 2013 Workshop for NGOs covering emergency situations was held in Baku, Azerbaijanto learn more on how to engage non-governmental organizations in providing information to vulnerable population. Special attention was paid to the voluntary work’ experience in the field of civil protection and community based disaster management.  

 

Representatives of the Ministry of Emergency Situations of Azerbaijan Republic (including representatives from its agencies and regional centres), of EU Delegation to Azerbaijan, UNDP, International Committee of Red Cross, The Azerbaijan Red Crescent Society, Oxfam, UNDP and PPRD East Team shared the knowledge and experience in the field of Civil Protection and Disaster Management, learnt the new approaches to the participatory work, discussed strategies and tools for the providing information to various vulnerable groups for the effective interaction with the rescue services before, during and after emergency situations.

 

Participants were welcomed by ­­­­­­­­Mr. Parviz Yusifov, EU delegation in Azerbaijan, Mr. Rafail Musayev, Head of Early Warning System Department of the Ministry of Emergency Situations of Azerbaijan, and Mr. Sergej Anagnosti, the Team leader of PPRD East Programme.

 

 The main goals and up to date results of the PPRD East were presented by Mr. Sergej Anagnosti.


Mr. Rafail Musayev had presented the work of the Ministry, its structure, functions and vision of the ways of cooperation with NGOs. During the discussion the special attention was paid to the public awareness rising ways and to the results of Ministry cooperation with International Committee of Red Cross, The Azerbaijan Red Crescent Society, Oxfam, UNICEF etc.

 

Mr. Volodymyr Kuznietsov, PPRD East Key Communication Expert presented Italian experience of the volunteers’ movement.  Mrs. Olexandra Zarutska, PPRD East Senior Communication Non-Key Expert, told about the modern requirements for the tools of effective public awareness rising on DRR.

 

The main issue of the meeting - regional voluntary work experience in the field of civil protection based on the best international practices - was presented by Mr. Vano Grigolashvili from Disaster Risk Reduction Centre, Georgia. During three sessions he told about community emergency management planning approach successfully used by DRR in Georgia, about building of the rural communities’ resilience to natural disasters and answered a big amount of questions.

 

Resuming the meeting all participants expressed their hope that the cooperation between the Ministry and NGOs on awareness rising and involvement of public would develop.
