Study Tour on technology assisted Civil Protection Management and Risk Assessment in Italy.

On April 14, 2013 the study tour for the personnel of the institutions involved in the PPRD East Programme has started. The aim of the study tour was to demonstrate the usefulness of cutting edge technology in assisting Civil Protection SOPs. The tour was designed for both technical and scientific personnel engaged in forecast, prevention and management of natural hazards and man-made disasters and is to be carried out in co-operation with the Italian Civil Protec-tion System.

 

Special attention was paid to the education of scientific personnel as future trainers in order to support sustainability and long- term results of the action: wide access to information and best practices will be achieved in accordance with the philosophy of research and development activities promoted by the Italian Civil Protection.

 

The study tour to Italy ran on for 10 days and mostly took place on the premises of the CIMA Research Foundation and National Civil Protec-tion Department in Rome. It included technical visits to Quiliano Municipal-ity Operation Centre for Emergency Management, Liguria Civil Protection HQ and Decision Support Centre in ARPAL (Regional Environment Protection Agency of Liguria) and specific visits to the EU Joint Research Centre in Ispra to overview the Systems used by EU for prevention, preparedness and response. Also, the study tour participants got an opportunity to visit Vaiont reservoir, where a massive flood disaster happened in 1963. According to experts of Joint Research Centre, “If in 1963 there had been a disaster prevention system similar to modern EU system of warning and prevention, the tragedy in Vaiont could have been avoided”.

 

The study visit also involved lectures, technical visits, supervised training, brainstorming, case studies and group sessions. Highly qualified trainers from CIMA Research Foundation supervised most of the training activities, having demonstrated the tools, equipment, documents or materials utilized in daily activities at CIMA. During the visit to Italy the participants from 6 countries of ENPI region gained knowledge and practical tools, which they would be able to use in their daily work in the field of disaster management and disaster risk reduction.
