Civil Protection/Disaster Preparedness and Management Legislation

The civil protection / disaster preparedness and management system in all of the targeted countries is a relatively young system, since only after the collapse of the Soviet Union the focus was shifted from civil defence towards civil protection, from highly militarized defence measures towards civilian disaster management activities. This shift has been confirmed by the adoption of national laws, government decrees and ministerial instructions.

There are some other similarities among the national legislative frameworks of the targeted countries caused not only by the common Soviet legacy but also by the recent processes at the global level (following mainly the commitments towards Hyogo Framework for Action (HFA), the Millennium Development Goals (MDG), and other international reference frameworks agreed upon by the targeted countries).
